VTTI, Hoegh Evi launch open season for Dutch LNG terminal

Rotterdam-based storage terminal owner VTTI, co-owned by Vitol, IFM, and Adnoc, and Norwegian FSRU player Hoegh Evi launched an open season for regasification capacity for their planned FSRU-based facility in the Netherlands.

The partners announced on Thursday the launch of the open season for Zeeland Energy Terminal (ZET), marking an “important next step” in the development of new LNG import infrastructure for the Netherlands.

Expressions of interest may be submitted until March 6, 2026.

Last month, the partners said that they aim to launch an open season for regasification capacity in the first quarter of 2026.

The project is designed to support national and European energy security and market needs from late 2029 onwards.

Hoegh Evi and VTTI said that the project continues to make “good” progress, having completed the first phase of the permitting process and secured a suitable site in the Vlissingen-Oost harbour.

According to the partners, a final investment decision is expected by the third quarter of 2027.

The project is planned as a large-scale LNG import facility, providing approximately 7.5 bcm per annum of sendout capacity and at least 180,000 cbm of LNG storage, enabling the unloading of LNG carriers, including the possibility for LNG bunkering.

In December 2023, VTTI and Hoegh announced this project, saying that they expect their facility to launch operations in the second half of 2027.

The partners announced the completion of the first phase of the permit procedure in August last year.

The Netherlands currently imports LNG via Gasunie’s and Vopak’s Gate terminal in Rotterdam and the Eemshaven LNG hub, which features two FSRUs.
